That photo (from Bali?) is almost certainly not of a privately owned beach. If it were, the owner would keep it clean for the same reason malls and Disneyland are clean.

Pollution is invariably a problem on government-controlled land, because the government has no incentive to keep it clean. You’ve heard of the tragedy of the commons, and you can see it played out in all government-controlled resources. The government is the commons — the tragedy itself, not the thing that will protect us from it.
